About the Author:

Michael Bobelian, a graduate of the Columbia Graduate School of Journalism, is a lawyer, journalist, and grandson of Genocide survivors. His work has appeared in Forbes.com, American Lawyer, and Legal Affairs magazine and has been featured on NPR's Leonard Lopate show. He resides in New York City with his wife and daughter.

Synopsis:

From 1915 to 1923, the ruling Ottoman Empire drove 2 million Armenians from their ancestral homeland, during which 1.5 million of them were viciously slaughtered. While there was an initial global outcry and a movement led by Woodrow Wilson to aid the "starving Armenians," the promise to hold the perpetrators accountable was never fulfilled and a curtain of silence soon descended on one of the worst crimes of modern history. Now, almost a century later, the Armenians are still fighting for justice.

After uncovering his family's experiences during the Genocide, Michael Bobelian struggled to rationalize how an event as widely reported as the Genocide--more than a hundred articles ran in The New York Times in 1915, with a typical headline exclaiming "Wholesale Massacres of Armenians by Turks"--could fade from public consciousness. Why was the Genocide ignored, forgotten, and, worse, relegated to fiction for so long? What role did America’s national self-interest play in helping Turkey evade public accountability? Why did Armenians themselves initially stand silent? Based on years of archival research and personal interviews, Children of Armenia is the first book to trace this post-Genocide history and reveal the events that have conspired to eradicate the "hidden holocaust" from the world's memory.

POLITICS

U.S. Secretary of State Hilary Clinton reiterated the U.S. support for a peaceful settlement of the Nagorno Karabakh conflict. In a letter to the Armenian Foreign Minister, Secretary Clinton also spoke about normalization of Armenia-Turkey relations.

NKR Foreign Ministry called upon the OSCE Minsk Group and its office in Stepanakert to respond adequately to Azerbaijan’s continued violation of the cease-fire. Arkady Ghoukasian, who served as NKR President in 1997-2007, has been appointed Ambassador-at-Large for Republic of Armenia with a diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

BUSINESS & ECONOMY

This sowing season, Artsakhian farmers cultivated twice as much farmland as last year, reported NKR Ministry of Agriculture.

Armenian and NKR tax collection agencies signed a cooperation agreement to facilitate data exchange, expert support and training.

NKR state budget revenues increased by 31.5% in 2008, while tax collection grew by 25% compared to previous year.

SOCIETY

Twenty medical doctors from Armenia’s Gegharkunik Marz spent ten days working in Artsakh’s Martuni region. They also brought with them equipment and pharmaceuticals.

“Shoushi: epitaphs of Christian cemeteries in the XVIII-XIX centuries” is now available in Armenian. Published by the Yerevan State University printing house, this book of Artsakhian researcher Hratch Harutunian was sponsored by the Gulbekian Foundation.

“Destiny” (Chakatagir), an award-winning Armenian-American movie, premiered in Stepanakert, Artsakh. The story develops during the infamous Operation Ring (Kol’tso), in which Soviet and Azeri troops carried out pogroms and mass deportation of Armenians in Nagorno Karabakh.

Forty five young people from Artsakh participated in a commemoration event marking the 350th anniversary of Israel Ori, a prominent leader of the Armenian liberation movement and a fellow Artsakhtsi. The event took place on the section of the Armenian-Turkish border, overlooking Ani, the ancient capital of Armenia.

De mi mayor consideración,

Tengo el agrado de dirigirme a Ud. con motivo de la celebración del "Primer Congreso Panarmenio de Juristas" que se realizará los días 17 a 20 del corriente en Yerevan.

Oportunamente, a través de la Embajada de Armenia, un grupo de abogados de origen armenio congregados para conformar la "Asociación Argentino-Armenia de Ciencias Jurídicas" recibimos una invitación directa del Ministerio de la Diáspora para asistir a dicho evento.

En tal sentido, atento las características y temáticas a tratar en dicho Congreso, resultó propuesto y designado para asistir por la referida asociación el Dr. Roberto M. Malkassian, tal como fue difundido a través de la página "IAN" (http://www.ian.cc/notas/noticias_ian.php?id=1937).

Tras ello, recibimos un e.mail del Ministerio de la Diáspora poniéndonos al tanto de su inscripción como asistente al citado Congreso.

Es por tal motivo que deseaba ponerme en contacto con Ud. con miras a consultarle si efectivamente iba a participar de dicho evento para confirmar a la Embajada y al Comité Organizador quienes serían los abogados que viajarían desde la Argentina y, en tal caso, conversar con Ud. sobre el particular.

Turkey and Armenia inch closer
Last week's joint declaration that Turkey and Armenia had initialed two protocols -- one for the establishment of diplomatic relations, the other for the development of bilateral relations (opening of the border) -- came as a welcome surprise to many analysts, including myself, who had started to lose faith in the normalization process.

Just as I was getting ready to uncork a nice Caucasian champagne to celebrate, I realized that the two sides have also declared that the protocols will have to go through parliamentary ratifications. If all goes well, and that may prove a big “if,” this ratification will take place after an “internal consultation” process of six weeks. Again if all goes according to the plan, the legislative approval will arrive just two days before the Oct. 14 World Cup qualifier soccer match between Armenia and Turkey, due to be played in the western Turkish city of Bursa. Ankara and Washington hope that Armenian President Serzh Sarksyan will accept the invitation to attend, just as Turkish President Abdullah Gül initiated the current normalization process by attending the first round match in Yerevan in September 2008No need to mention who won that first game, since we are all winners in this win-win process, right? OK, Turkey won, but who cares?
So where do we stand now? The good news is that the so-called “soccer-diplomacy” is alive and well. The not so good news is that we are still at halftime, and the fanatic supporters of the two national teams can cancel the game or disqualify their teams by throwing sharp knifes on the field. A bit of history may help you understand the logic of my skepticism. A full deal seemed imminent in April of this year when the two countries initialed a similar preliminary agreement, including a plan to reopen the border. That declaration of April 22, like this current one of Aug. 31, had also come after several months of Swiss mediation and arm-twisting by Washington.
Then, as now, the declaration had come as a surprise because Ankara always insisted that normalization with Armenia was impossible until Yerevan made peace with Baku. Turkey had recognized Armenia as an independent state after the Soviet collapse in 1991 but sealed its border two years later during Azerbaijan's war with Armenia over Nagorno-Karabakh, a mainly Armenian enclave within Azeri territories.
So why did Turkey agree to normalize relations earlier this year? The decision on April 22 was driven by a political calendar over which Ankara had no control. The main reason behind Ankara's decision to prioritize relations with Armenia, despite Azeri objections, was to stop the American Congress and the White House from adopting language labeling the mass slaughter of the Ottoman Armenians in 1915 as genocide. The April 22 declaration only partially achieved its mission. The White House issued its traditional Armenian Remembrance day letter on April 24 without referring to the “g” word as Turkish diplomats call it. This time, however, it was the “m” word that caught the Turkish nationalist establishment off guard. Barack Obama once again displayed his authenticity by using the Armenian term “Meds Yeghern” meaning “Great Catastrophe” -- a heart-felt way of referring to the more generic notion of genocide.
Needless to say, Turks were not impressed. It did not take very long for Ankara to revert to their previous policy. In early May, Prime Minister Recep Tayyip Erdoğan visited Baku and promised the Azeri Parliament that Turkey would never normalize relations with Armenia without a resolution to the Nagorno-Karabakh conflict. Erdoğan's about face reflected two political concerns. First, and most important, was the nationalist opposition at home. The Justice and Development Party (AKP) felt vulnerable because it lost some votes to the Nationalist Movement Party (MHP) in the March 2009 local elections. Second, the fear that Azerbaijan would turn towards Russia.
In the meantime, the domestic reaction against Armenia's President Sarksyan has also been very harsh. Both the hard-line Dashnak nationalist opposition at home and the Armenian diaspora in the West accused him of agreeing to a joint historical commission that might call the genocide into question. Making things worse, Erdoğan's words in Baku provided ammunition to Sarksyan's opponents who now accused him of selling out Karabakh. Under such difficult circumstances, the Armenian President retaliated by saying he would not attend the soccer match on Oct. 14 unless normalization was clearly under way. So, last week's announcement comes just in time to maintain the façade of Turkish-Armenian reconciliation. If no sharp knives are thrown onto the field, soccer diplomacy will inch forward. It may still be too early to speak of a genuine rapprochement between Ankara and Yerevan. Yet, no one accuses the two parties of not trying. Negotiations between stubborn neighbors are never easy. But as Winston Churchill wisely said, “To jaw-jaw is always better than to war-war.”

L’Union Yerkir se félicite de l’allocution du Président de la République d’Arménie
concernant les problèmes des arméniens de Géorgie et du Djavakhk

Le 1er septembre 2009, Serge Sarkissian, Président de la République d’Arménie, lors de son discours devant la réunion annuelle du corps diplomatique arménien a évoqué ses préoccupations concernant les arméniens de Géorgie et du Djavakhk en déclarant : "Nous devons faire un sérieux effort pour fournir une assistance aux arméniens de Géorgie. La logique de notre politique à l’égard du Djavakhk doit découler du principe de l’intégration sans assimilation… Je pense que les démarches pour la reconnaissance de la langue arménienne comme langue régionale, le statut légal de l’église apostolique arménienne et la préservation du patrimoine historique arménien en Géorgie ne pourront que renforcer l’amitié arméno-géorgienne et approfondir la confiance mutuelle. Dans tous ces domaines, nous nous devons de ne pas déroger de ces principes et faire preuve de persévérance."

L’Union Yerkir salue la position claire et sans ambigüité du Président d’Arménie sur les principales questions des arméniens de Géorgie et du Djavakhk. Cette déclaration a d’autant plus de poids qu’elle a été faite à la veille de la visite à Erevan du ministre des affaires étrangères de Géorgie.

L’Union Yerkir note également que les mesures proposées par le Président de l’Arménie vont dans le sens de recommandations de plusieurs institutions et organismes européens et internationaux (le dernier en date, les observations du Comité des Droits de l’Homme de l’ONU sur la Géorgie d’octobre 2007) et qui ne sont pas respectées par les autorités géorgiennes.

L’Union Yerkir invite les autorités géorgiennes à reconnaitre la langue arménienne et les droits culturels, religieux et éducatifs des arméniens de ce pays. A prendre des mesures efficaces pour résoudre les problèmes dans le respect des engagements internationaux pris par la Géorgie en matière de défense des droits de l’homme et des minorités.

Armenia nos necesita

El pasado 31 de Agosto, los ministros de relaciones exteriores de Armenia y Turquía publicaron un protocolo para la normalización de sus relaciones bilaterales.
Entre otros temas en este protocolo Armenia reconoce la frontera actual con Turquía, renunciando a los territorios usurpados por la república de turquía y accede a la conformación de una comisión que evalúe "los hechos históricos y archivos para definir problemas existentes y realizar recomendaciones", hecho que pone en duda la existencia del genocidio armenio.

Como "beneficio" para Armenia en el protocolo se establece la apertura de la frontera por parte de Turquía, punto cuyo valor para nuestro país es al menos, discutible.

Hay que tomar en cuenta que estos temas nos incumben a TODOS, y el gobierno actual de Armenia ha negociado y acordado estos puntos de manera secreta. El anuncio de la "hoja de ruta" para la normalización de las relaciones Armenio-Turcas el 22 de abril despertó el rechazo unánime de los partidos políticos históricos.

Este documento tira por la borda un trabajo de casi un siglo. Deshace todos los esfuerzos que nuestros padres y abuelos han hecho por nuestra justa causa. Olvida a todas las personas que sacrificaron sus vidas por nuestras tierras. Este documento, niega la masacre de nuestros familiares, niega su existencia y los sepulta en el olvido.

Claramente estamos frente a una situación de emergencia. Previamente a su implementación, este protocolo deberá ser aprobado en los respectivos parlamentos. El plazo es de 6 semanas.

Tenemos que entender que hay cosas que podemos hacer para prevenir este fatal acuerdo. Desde la diáspora podemos y debemos contribuir para detener este proceso, el primer paso es estar informados y concientizados.
